If VGA cable is disconnected, then reconnected, monitor will not come back on. The computer is still running as I can access it through VNC. However, the display remains blank. I tried WINDOWS+P and set it to display to 2nd screen and then back to one and it didn’t come back on.
Is this a known issue?

Unfortunately the VGA ports do not have hot-swapping capabilities. For your consideration, VGA cables are subject to interference and length issues which affect the quality of the video signal. Switching to the HDMI port would minimize these issues, carry audio to your display, as well as allow for the hot-swapping capability.
